Tysha sent invitations to everyone known to be a Steppe lord two weeks or so ago. Anyone more recent may also have received one later and thus with less notice... but yeah.

The question is though, where will he set up shop as a hex? Replace an NPC, become a vassal, or somehow gain a Mystmountain hex?

I suspect one of the NPCs will be taken out.
