Though investment seems rather straightforward to me. Anything non-monetary would be more akin to a special arrangement than a general call for investment.

I do realise that you may need more info to make decisions from, so here are some possible effects. I won't always do this, but this just shows what my thinking is based on;
Open borders - Increase in Gold income, but with reduced Fortification values
Tradeposts - Random events (mostly positive but with negative possible).
Patrols - Minor prestige boost in thanks.
Possible tweaks we can play with; base wealth, bonus wealth (perm or temp), tax rate (x10 to something else), bandit attacks, manpower modifiers, free units, fortification level. Prestige cost / bonus, gold increase / cost, tying units up, using a captain.
Most of these will likely affect you for a season, I don't want to have to calculate a billion effects each and every turn. The defensive measures will last at least as long as the Mystmountains are a threat, while these trade boosts are available for the season (while there are opportunities abound thanks to the new peace, things will stabilise and normalise over time).

You may choose to enact any of the below actions, or none.

Something which just occurred to me, would you rather than votes last 24 hours after they are suggested (and accepted by the Governor), or that they last until the end of the meeting?
It won't apply for this meeting, as the gold measures need to be known before Sunday anyway, but it could have considerable bearing in the future.
Imagine for instance, a tax being proposed and ratified under the 24h system, what if then further down the agenda there is another tax introduced. Players might be willing to pay for one, but not both.
Also, the order of events on the agenda (and the Governors control of that ordering) could be important. Polls held at the end would necessarily have to be decided quickly, so it might be possible to rush legislation through without much debate (though there will still be a legal minimum of 24h).

I think you will have to give people time to get online and read through here first. Not everyone can be online all the time so 24h should at least be given to vote.

I agree with the 24 hour minimum. While I personally have no life and am online pretty much whenever something happens, other people may not have that much time to devote to the roleplay. Also, not everyone is in the same timezone, so that also needs to be taken into account.
I like the idea that polls are opened when suggested, but close only 24 hours after the meeting is officially completed. It allows for large discussion on important topics and the possibility or "rushing" decisions for having polls occur near the end of the session.
