Just a note, Simon Lane will hold his vote on this matter until the other issue (cease-fire) is resolved. (I expect him not to be able to vote at all considering how OCC stuff works. Oh well...)

Unfortunately that is the way it works at the moment. Decrees can be changed however. If you want votes to last longer in the future, bring it up in the Council (if you can get it on the agenda, or if you are governor), and suggest the modification.
