The Eastern Council : Session Three
Votes

They are labourers here, not soldiers. Unfortunately we only have billets enough for up to four units per County. Overseers will be provided, captains not required.
Support by each County will be measured, and rewarded on the basis of 1st place, 2nd place, 3rd place, etc. It is possible to make donations on behalf of someone else.

The Eastern Council meeting would once again take place in Marleons. The city had seen improvement since the last meeting, the people seemed less scared and more fed. Several more districts looked to be on the rise to the pre-war levels they once had. It would still be a long road until then however. The city had however, seen much lower crime rates, and a heightened sense of security in the last two months.
The town had double it's garrison from the last meeting, it's walls more guarded, and patrols were all over the city. Some of the lords could make the distinction, that many of the patrols wore the standard uniforms of any Marleons city guard, but on their uniforms, there was a small lion badge on their torso.
Inside the castle, the counts knew their way to the meeting room, but were still escorted by guards on their way.
Within the meeting room of the Eastern Council, Count Everard sat in the governor's seat. He sat patiently for the other lords, every now and then sipping his glass of wine. He had passed out the agenda all across the table, and had extra quills and inkwells for any who needed them. Servants poured glasses of fine Ethosian wine for every seat, and remained on call if any lord needed more.

Valdir arrived at the council chamber alone, without his Barclayan sergeant-at-arms. The usual stack of parchments under his arms showed he was prepared for whatever to come. He took his usual seat at the center of the half circled table and nodded at the new Governor.

Arriving in the normal stoic silence associated with him, he took his seat at the wooden table, only nodding politely to the governor. The contents of the agenda elicited only a raised eyebrow, likely at the visitors part.

The Lady Marshal arrived in a new garb: A military uniform of the sort favored by the court in Sarleon, yet in the colors found on the Provincial coat of arms, and carrying a command baton capped by the Steppe seal. She took her seat without further ceremony.

A man in simple livery opened the door for the next arrival, standing aside to allow a lady to enter.
"The Coun..." he began, but was waved to silence by the woman.
"I am Eadburga" she proclaimed as she strode in confidently, her wide ruffled skirt billowing out behind her. Her dress was plain, except for a simple golden star over one breast. The simplicity of her attire was somewhat at odds to her well known wealth.
She sat near the door, her hawkish eyes looking down a large hooked nose, scanning those who had already arrived. She was clearly unimpressed by what she saw.
Attention was drawn away from her however as two more arrived, the merchant Aelfrid was chatting earnestly to his companion, a younger lady wearing similar luxurious clothing to him, but wearing a different crest over her heart. Hers a ships helm with the central spoke being a sword, while his was that of the East Pendor Trading Company, both sewn in gold. Both were of muscular Fierdsvain stock, though where Aelfrid was turning to fat, it was clear the woman had kept herself in shape.
As the gazes of those already seated fell on them, they went silent, the lady giving the merchant a sly smile before making her way to the other side of the room while Aelfrid took a place beside Eadburga. Once seated Aelfrid glanced over at his companion once more, and the smile widened causing the merchant to furrow his brow.

Bishop Juarez arrived shortly thereafter, dressed in Astraean robes and escorted by the Barclayan, Captain Diego de Navaez. He smiled at those gathered and took a seat.

Lady Laisha's arrival wasn't particularly noteworthy, as she preferred. Indeed, she wasn't even dressed differently from the last meeting. The only real difference is that she seemed happier than before, a subtle softness in her expression that wasn't present before. Her eyes scanned the room, but she didn't openly acknowledge anyone as she sat down.

With the entrance of Laisha, Count Everard Amelion looked at one of his parchements, and made some checks. He then stood to address the Lords before him. He dressed differently for this meeting, bearing a military uniform with a red sash going diagonally across his torso. Everard's time in the city had consisted mostly of organizing and leading patrols, specifically against the Red Brotherhood.
"First and foremost, I would like to say that it is my honor to welcome you to the third session of the Eastern Council. I thank you all for putting your trust in me as Governor, and will do my best."
"I would like to formally welcome Countess Eadburga to our meeting, and our visitors, from the Eastern Trading Company."
He nodded towards the three.
"If you will, please bring forth what you have to present to the council."

Vincent was surprised by the appearance of the Countess, she was the least she expected in this council. Despite his gut feeling he hoped that she would not cause too much trouble. Her arrival with the Trader from the Company made him feel uneasy, when money and power come together it will surely mean trouble or even another war.

"You have all seen, I am sure the state of our beloved Marleons here. The jewel of the Steppe, our gateway for trade, and the entrance for migrants" she proclaimed. Aelfrid glanced at her, but with an inclination of his head sat once more though Eadburga paid him no mind.

However, this will be a highly costly endeavour, and while His Majesty has been most kind to me, it is not a task that I can undertake alone. Although I refused the invitation to formally join you I remain a lady of the Steppe. I have thus taken it upon myself to enquire with this..." she glanced around once again, her face carefully composed but the smirk in her gaze was unmissable.

Eadburga smiled at Everard's interest, and clicked her fingers. At this command, a servant entered the room and placed a scroll before each person in session.
"You will see the details there before you. It will not be cheap, but together we will succeed" she paused, opened her mouth but then with a sigh scratched an ear instead.

Tysha fiddled with an edge to her uniform, and finally held the Marshal's baton horizontal in front of her, near the surface of the table.
"The lords of the Steppe are threatened by fools in our midst, and the Raiders to the North. Why is it in our interest to rebuild Marleons, save for a more desirable sight as we enter the city each season? I don't recall Duke Aelfwine sending any troops to combat the horde, nor paying pensions to grieving widows as the King has done. Not a crime in itself, as His Grace was bound to do neither. Yet I wonder, why do we rebuild Marleons when we ought to be rebuilding our own lands, or reclaiming those of Poinsbruk?"

Think of the trade and commerce the steppe stands to gain."

Simon Lane sat in his chair, rubbing his chin as thoughts passed through his mind. Once again, another matter of the Steppe has arisen to delay the plots of the House of Lane. Alas...
"Marleons can not be rebuilt overnight. For the lords and ladies of the Steppe that actually attend these seasonal meetings," Simon paused briefly to let his statement set in, "I see little reason why we should help in the reconstruction effort. Marleons, for all intents and purposes, simply serve as a neutral ground for the Steppe nobles to gather and discuss various affairs."
The warrior withdrew a flask to drink before continuing.
"However, despite my objections I can see the value of rebuilding this city. Before I support it, however, I demand there to be a cease-fire for all Nobles in the Steppe. By approving this, our home counties will be protected, under Steppe law, against Steppe noble raids. Mystmountains will still remain a threat, but I am sure the Northern lords and lady can handle such matters on their own."
Cease-Fire Suggestion: Penalizes any raids and offense maneuvers done against another Steppe noble. Retaliation is acceptable while Mystmountains are handled as normal.

"I disagree." Laisha affixed a steady gaze on Simon. "The plan does have merit, but it cannot be our concern, not while the barbarian threat remains."
She held up Eadburga's scroll. "This plan is far too draining and expensive when we must be ready to answer the call of battle. We may have just beaten a horde, an action that was fully justified, I might add. However, that should not be cause for us to become complacent and spend large amounts of money and resources, even all together, on projects that will not strengthen our means to fight back."

Eadburga's eyes widened in surprise at Tysha's outburst, and narrowed when Laisha claimed there were threats from the north though she remained silent throughout the exchange. When Everard asked his questions, she gave a single solemn nod.
"Indeed, trust the minor aristocracy to quibble for rewards rather than take the opportunity to help the common man" she smiled then, at some personal joke.
"Aelfwine clearly knows how to deal with similar personages, as he was quick to make some suggestions which he hopes would sweeten the opportunity. He offers favoured trading status, trading partnerships and assistance with administration depending on the level of support offered. Along with this, I am sure the nobility of Pendor would look kindly on such assistance to a colleague in need of assistance."

"Although I personally disagree with the Steppe having to help a Duke of great wealth and power. Surely a man of Aelfwine's status doesn't need to beg for the help of the...minor aristocracy.
However, we do faithfully keep a Steppe treasury for emergencies and the like. The gold from this treasury could aid Marleons and make Duke Aelfwine owe us a considerable debt. "

"A loan raised from Steppe Taxes may well be of use actually, particularly if it comes with a low level of interest. I would suspect that it would need two to three seasons to mature. It would give Aelfwine time to enact reconstruction and then raise the funds against it through taxation of his own lands and by calling in other debts he no-doubt has acquired" she stated, nodding now at the idea.

Count Everard scratched his chin, then moved to speak
"The option for a loan will be kept on the table for the discussion regarding the Steppe treasury budget. Two or three seasons should be reasonable enough. The reconstruction won't be done in a season however, and will most likely take a long time to complete."
Count Everard then decided to address the other two visitors
"Excuse me, honored merchants of the Eastern Pendor trading company. Are there any matters of importance you would like to bring up?"

"I may be in a position to render some financing towards the reconstruction of Marleons, I can assure you the rates will be quite reasonable" the young woman said, rising from her place.
"Adelaide!" Aelfrid declared, rising also "Your league has no business interests in this area, so you have no right to make such offers!"
"Oh my dear Aelfrid, as if you had not guessed already? I seem to have come into... possession of some documentation held by the former Count Andros, which proclaim me, Adelaide Leyland, rightful owner of said County. I think you will find that the Holmgang League very much have an interest in Steppe affairs now..." Adelaide said, swiping some scrolls from the table and holding them up. They were quite clearly patents of nobility. On seeing them, Aelfrid sat heavily in his seat once more, looking perplexed and concerned.
"Lord governor" she said, turning to Everard "may I suggest we put the response to Marleons to a vote, so that we may proceed with the meeting? I have not assumed the right to vote myself, but I remain keen to see the wisdom of this council made manifest."
