The Eastern Council: Session Two

"The vote is over and the decisions are as follows: Thos who have built watchtowers already, will be compensated for their trouble. However, the Clarion Call won't be supported monetarily."

The last parchment was flipped through.

"As we are running low on time, there won't be anything left on the agenda. You can, however, give your suggestions for the next Council meeting's agenda now."

After a long silence Vincent was the first one to stand up and talk.

"Then I guess this is it. Thank you very much for your time Governor and for a very productive Council Session. If you would have some last words I would be glad to leave for there are other meatings in the line."

Vincent kept standing waiting for Count Quiris to act.

Count Everard stood as well

"It was an interesting meeting. Thank you Governor Corax, but I must be leaving soon as well, pressing matters elsewhere."

He was holding multiple parchment scrolls

Count Corax nodded at the participants.

"Good, I feel that this meeting has been most productive. I bid you all safe journey to your respective counties."

18. Tax rate for lords of steppe set to 10%, active from turn 5 onwards. Gold taken from wealth of the county (all traits that increase wealth increase the taxes too) and bureaucrat quirk (if used). Independently Wealthy is not counted into this. Payable each turn.
19. The Office of Marshall and the Office of Treasurer are elected during the Council Session.
20. All Offices are awarded 5 Prestige once a season (Councillor Payment), paid on the first week.
21. The Noble elected to the Office of Marshall receives the following perks for the duration; the Marshall Quirk, 2 units of Men at Arms, the authority to issue a call-to-arms should the barbarians start to gather. Failing to answer with even a single Captain will incur a penalty of 30 Prestige.
22. The Noble elected to the Office of Treasurer receives the following perks for the duration; control of the Treasury Funds, responsibility to pay Royal Taxes.
23. Anything other than the royal taxes will have to be agreed with the governor to prevent the treasurer from simply transferring all the gold to him/herself. Failing to pay the royal taxes is the same as refusing a position (-100 prestige).
23. All Treasury spending is to be public.

An unspecified time after the council, all the important nobles receive information packages from the governor. The abridged content:

The official policy regarding Mystmountainees: In so far as raiding goes, it is still allowed (they do the same after all), but full conquest is not.
Is scouting legal: Definitely legal, and even more acceptable than raids.
What is a proper Casus Belli for eradicating a horde: There isn't really a proper CB, depends how you phrase it.
